[sci.military] Barrage balloons for cruise missile defense?

It occurs to me that the low-flying cruise missiles being
used in the Iraq War would be quit vulnerable to the old
WW II barrage balloon.

What sort of avoidance capability is built into the guidance
system of a cruise missile? At what altitude does the cruise
normally fly? Would barrage balloons be effective against
any low-level penetrator?
