The WSO back seater in an USAF F-4 does have controls but he is not
considered a Pilot. (WSO is a required crew member)

One of our pilots came from the Fresno ANG as a back seater which used to
fly F-4's before there conversion to the F-16's. He said he went through
the AF Navigator school and then on to some specialized tactics/weapons
school. For him to begin flying with us he had to go back through Pilot
Training (UPT or UPT-H) in order to receive his Aeronautical Orders to
fly. He did say though that most of the flights with the older pilots he
unofficially logged more flying time than the pilot did, depending on the
mission.
