WEDNESDAY JUNE 5, 1991
AF GENERALS PROMOTED AND REASSIGNED
Secretary of Defense Dick Cheney announced day that the President has
nominated Major General Gary H. Mears, United States Air Force, for appointment
to the grade of lieutenant general and assignment as Director of Logistics,
J-4, Joint Staff. Major General Mears presently serving as Vice Director
for Logistics; and Deputy Director, Strategic Mobility and Resources, J-4,
Joint Staff.
Major General Mears was born May 23, 1936, in Grand Junction, Iowa.
Secretary of Dense Dick Cheney announced today that the President has
nominated Major General Robert M. Alexander, United States Air Force, for
appointment to the grade of lieutenant general and assignment as Deputy
Assistant Secretary of Defens(Military Manpower and Personal Policy). Major
General Alexander is presently serving as Director of Plans, Deputy Chief of
Staff, Plans and Operations, Headquarters United States Air Force.
Major General Alexander was born rch 26, 1940, in Tuscaloosa, Alabama.

Secretary of Defense Dick Cheney announced today that the President has
nominated Major Genel Ronald H. Griffith, United States Army, for reassign-
ment as The Inspector General, Office of the Secretary of the Army, Washington,
DC and appointment to lieutenant general. He is presently assigned as Command-
ing General, t Armored Division (Desert Storm, since December 1990), United
States Army Europe and Seventh Army, since October 1989.
Major General Griffith was born on March 16, 1936, in LaFayette, Georgia.

WEDNESDAY JUNE 5, 1991
REPORT ISSUED ONCUD MISSILE ATTACK
The Department of the Army announced today the results of its review of
the investigations pertaining to the Scud missile attack against Dhahran, Saudi
Arabia, on February 25, 1991:
That evening a Scud missile impacted into a varehouse used by U.S. Forces
as a barracks in Dhahran, Saudi Arabia, killing 28 and -wounding 98 U. S. Army
soldiers.
Two investigatns vere initiated shortly after the attack.
One focused on Patriot operations and the other on actions taken at the
barracks that was attacked.
The investigation of Patriot operations concluded that an inexact computer
sofare calculation is the most likely explanation as to why the battery did
not effectively detect or track the incoming Scud. A similar problem of this
nature was first documented on February 20 after analysis of an earlier Scud
enggement. The four days of continuous operation by the battery, caused by
increased day and night Scud activity, are thought to have compounded this
software problem. Updated software fixing this problem and containing other
improvemts arrived at the battery's location on February 26.
The investigation of the barracks concluded that Scud attack procedures
were properly followed. More specifically, upon warning of a potential Scud
attack, soldiers had inructions to go inside or get under cover in either
concrete bunkers or bomb shelters, if available, and to put on helmets and
chemical protective gear. It was impossible to determine precisely how much
warning time the soldiers ha but it appears that they were alerted approxi-
mately 30 seconds prior to the Scud's impact. Both U. S. and Saudi emergency
medical response was timely.
The investigation of Patriot operations was conducted in theater by
fficers from the 11th Air Defense Artillery Brigade. An independent technical
review from the Patriot Project Office at Redstone Arsenal concurred with the
findings of the investigation.
Six Patriot batteries were located inhe Al Jubayl-Dhahran- Bahrain area.
Two were positioned to engage this Scud missile. One of these batteries was
out of action for repair of a radar receiver. The remaining battery was
operational and prepared to engage an incomingcud missile.

The operational battery was positioned to fire in the automatic mode
against Scuds threatening an area surrounding the Dhaan air base. Scuds
threatening outside of this protected area but within the Patriot's engagement
capability could also have been engaged manually. The barracks was located in
this manual engagement zone. Because the Scud was not ffectively detected or
tracked by the radar, engagement in the manual mode was precluded.
The investigation reconstructed the circumstances of the Scud attack and
evaluated the possibility of Patriot hardware, software, or operor error.
Based on diagnostic checks conducted before and after the attack, hardware
failure was ruled out. Operator error was also eliminated as a cause based on
a review of Patriot crew procedures.
The Army deeply rrets the loss of life and extends its sympathy to the
families of those who died or were injured.

ATWOOD TO VISIT EUROPE
Deputy Secretary of Defense Donald J. Atwood will depart Washington, D.C.,
Wednesday, June 5, for a nine-day visit toinland, Norway, The Netherlands and
Italy. The Deputy Secretary will be meeting with the defense ministers, senior
government officials and defense industry leaders of these countries. He will
return to Washington on June 15.
STEALTH WEEK AT ANDREWS AFB
The Air Force viii be conducting "Stealth Ueek" at Andrevs AF8, Md., from
Monday, June 10, 1991, to Friday, June 14,991. During this period, members
of Congress and their professional staff members viii be given a firsthand look
at the Air Force family of stealth veaponry--the B-2 "Stealth" bomber, F-22
Lightning II Advanced Ttical Fighter (ATF), F-117 "Stealth" fighter, and the
Advanced Cruise Missile (ACM). The display viii not be open to the general
public.
Media viiI be permitted access to Andrevs for tvo "Stealth Week" opportu-
nities.
The first will be for the arrival of the B-2 at Andrevs AFB on or about
June 5. Tuo hours prior to the arrival at Andrevs, Washington area nevs media,
and other media vhich have asked to be notified, will be called and advised
that they may come to the Andrevs AFB Media Center to photograph the arrival.
The second media opportunity will be on Monday, June 10, 1991, from
1:00-3:30 pm. Senior Air Force acquisition officials, program offics, test
pilots, and maintenance personnel for each of the systems on display will be
available for intervievs, and photography of the systems will be permitted.

requested for all events associated with the national victory celebration on

Secretary of Defense Dick Cheney announced today that the President has
nominated Major General Ronald H. Griffith, United States Army, for reassign-
ment as Inspecto General, Office of the Secretary of the Army, Washington,
D.C., and appointment to lieutenant general. He is currently assigned as
Commanding General, 1st Armored Division, United States Army, Europe, and 7th
Army. He's held th position since October 1989.
That's all I have in terms of announcements.
Q: Can you give us a rundown on the arms sales which the Secretary
discussed on the plane today?
A: I don't really he too much to add to what he's been talking about on
the trip out there. He talked about the F-15's for Israel.
Q: Let me refine that to UAE? What can you give us on that?
A: Nothing specific. We have been discuing with a number of countries
in the region their security requirements. I really don't have anything to add
to what he said on the plane. This is something we've been discussing with
Congress, but we haven't sent any formal notfication up on it, so I'm not at
liberty to discuss it further.
Q: Do you have anything on the impact on the Pentagon of the cancellation
of the space station?
A: My understanding is that beyond supporting the overa national space
program, which the space station is part of, we don't have any specific
involvement in the space station.
Q: Would it make any difference to DoD or national security...?
A: DoD is, obviously, a heavuser of space. Of course there are also
technological spinoffs, but in terms of specifically the space station, I
don't think we have any particular involvement, so it would be hard to say.
There's no direct involvement. But clely, what happens in terms of the
overall space program affects the Department of Defense.
Q: There have been protests by Kurds who are unhappy, apparently, about
the U.S. departure (inaudible). Will this affect the timing f the U.S.
presence in the area? What kind of affect is this having on...?
A: I think it would be hard to say. The effort, of course, is one, to
get the refugees back to their homes and in an environment where they have a
feing of security. The incidents over the weekend, I know that the people at
the Military Command Center talked to both the Iraqis and the Kurds about it,
and the need for peaceful resolution of these problems, but whether it will elay or affect our future plans, I think it's too early to say.
Q: You're going to try to get a kind of guarantee, if that's possible,
that the violence between the Iraqis and Kurds won't break out again? What if
the Kurds re to tell you, don't leave, even if they are all back in their
towns?
A: Our effort, obviously, is to prevent further violence. We're trying
to persuade both sides that it's in their mutual interest not to provoke
further iolence. Whether we'll be successful with that, I just don't know.
Q: Are you prepared today to talk about the defection of an Iraqi nuclear
scientist?
A: I don't have anything for you.
Q: Do you have any esmates on the extent of the damage to Iraq that
resulted during the war, and the latest estimates of how much it's going to
cost to repair all that destruction?
A: Not really. There are several variables at play. One, if you're
talking about purely military things, we don't want to see a lot of this
reconstituted. One of the aspects of the President's initiative is to prevent
Iraq from redeveloping that kind of military capability that threens its
neighbors. So I don't know how you put a cost estimate on something you don't
want to see happen. In terms of the purely civilian economic infrastructure
that was taken down because of its use for the military, I've seen vious
estimates. I'm not sure you could say any one is more reliable than the
others.
Q: Are you confident, still, that the coalition campaign to take out the
nuclear facilities, research facilities, was total and complete?
A: I don't think we've ever maintained that it was total or complete.
Obviously, I feel comfortable that they don't have the capability of producing
nuclear weapons now. But I think part of what we're trying to do is make sur
they don't recover that ability. That's why we want to keep the sanctions in
place. That's what the President's initiative is about. The IAEA has gone to
inspect there, they're going to be reporting back. I think they may go agn,
it's my understanding that it's part of an ongoing process to prevent them from
developing a nuclear weapon.
Q: Do you have some comments for us on the Journal stories about the
Navy's mismanagement of aviation?
I think the problems with naval aviation are well known. You've been
briefed on that extensively here. I don't have anything particularly new to
say about it.
Q: Are you prepared to correct it?
A: To tell you the ruth, I didn't read the story in great detail. There
are people who are concerned about it. Secretary Garrett, Secretary Cheney
are both concerned about it. I think everybody feels that Secretary Garrett is
doing very good job of trying to get a grip on these problems. But as we
move into the future, this is going to be one of the big issues. The A-12
program, you've been well briefed on the situation on that.
Q: Anything n on the role of women in combat?
A: Not particularly, no.
Q: Any comment on the Base Commission coming out with its own "menu of
options" that's going to double the number of bases? Does this complicate the
whole thg for the Pentagon?
A: No, I don't think so.
Q: Were you asked about it beforehand, or consulted about the bases on
the new list?
A: Was I? No. No, the Commission, under the law, there are certain
procedureto be followed the way it was set up. We give them a list. They do
an analysis of that list based on the force structure and the selection
criteria that we announced earlier. Their responsibility is to do that
analysis. They pesent a report to the President giving their analysis and
basically passing on the list. As part of that process, they can make sugges-
tions for additions or deletions to that list based on how they feel about what
kind of a job did in terms of meeting the criteria and matching it with the
force structure. The next part of the process is, after that list is presented
to the President, obviously the Secretary and the President and others will
consult abo the list, and the President will decide whether he wants to
submit that list to Congress.
Q: As an intermediate step, the Commission is going to review that new
list, and I assume they would take input from the Pentagon ato whether you
think their additions are good, bad, or indifferent. Is the Pentagon prepared
to give any kind of high level policy statement on their additions, or are you
going to sit back and be neutral in this process?
A: We've submitted our list. That's our list, that's the Pentagon's
list. Now they're looking at not only our list, but they're looking at the
overall structure of bases. They will have a lot of questions. When they go
arnd and do hearings on those particular bases -- these new ones -- they're
going to have to ask a lot of questions which we'll have to answer. But our
list is our list. So we don't really have any comment on their additions. e
next part is where they come out in terms of their overall list to the Presi-
dent.
Q: When you say you have no comment, you're not prepared to defend or
resist their addition of...
A: We think our list is a god one, the one we presented originally.
That was the one we think is the best one. But under the law, the Base Closure
Commission has the right to do an analysis of that list, make additions or
deletions from that list, based on whher they think that list matches up with
the force structure and meets the selection criteria.
Q: Even if the Department of Navy decides not to add the new homeports,
we know they're going to close down existing ports -- ey decide to go ahead
with the new ones -- and the Commission has decided to take a look at those.
You have no objection to that?
A: No objection to what they're doing. Whether we will agree with the
list that they actuallyubmit if they make changes in it, that's a different
issue. We, obviously, presented our list and think that's the one that makes
the most sense. By implication, we think those (bases) are the ones that
should be presented to th President by the Commission. But the process allows
the Commission to look beyond that -- in their analysis they make judgments
about how good a job we do on matching up the force structure and the selection
criteria.
Q Has the Navy made any specific comments about the observation that,
with the new list, they had about twice as many bases as everybody else
combined?
A: I haven't heard any comment from the Navy.
