In February I posted requests for information on how individuals could obtain U.S. Army Field & Technical Manuals (FM &TM). I posted an initial synopsis to sci.military and govdoc-l on 18 Mar. Since that time, I have received additional information and a request to repost to soc.veterans. I have updated and condensed the information for reposting. I would like to thank all the people who assisted in this project. 1. NTIS: The National Technical Information Service (NTIS) has established THE office for civilian purchase of Army publications. There is no NTIS price list for this, though. They query the Army via computer hookup to determine availability and price and reply with a quote on a case-by-case basis. Delivery is 4 to 6 weeks. Cost is $8.00 to $40.00 per copy (No one I know ever accused NTIS of being cheap!). They prefer to receive your "Wish List" via their direct FAX, rather than either phone or TELEX. They can reply within 1 business day by return FAX. You must enquire and order by number. Publications may be available in fiche, paper or both. They also have access to some Air Force Pubs. Rob Dean reported problems with NTIS. "...I attempted once to order some legitimately through NTIS. Problems: Delivery took almost three months. Two manuals were "unavailable" (innocuous ones--we're not talking sabotage), and the third manual was provided in duplicate with two copies worth charged. [.....] I'd try almost anything else first." National Archives: Center for Legislative Archives (NNL National Archives and Records Administration Washington DC 20408 (202)501-5350 They have the 'record' copy of the Army Field and Technical Manuals and have produced a National Archives Microform Publication of the indexes. There are approximately 29 rolls of microform ($23 per roll) covering these indexes. Their collection of manuals stretches from WWII to about 1981. Army History Institute: U.S. Army Military History Institute Carlisle Barracks Carlisle, Pennsylvania 17013 (717) 245-3611 The U.S. Army Military History Institute has compiled a comprehensive list of manuals and, if they have more than one copy, will distribute them through Inter-Library Loan.
