The Luftwaffe meanwhile raids targets throughout England, and drops leaflets threatening the British with starvation because of the U-boat blockade. Trade negotiations between Japan and the Netherlands East Indies break off. The Dutch are unwilling to meet Tokyo's extreme demands for resources. Meanwhile, Japanese-Russian trade is increased under the terms of a newly-signed commerce pact. Allied troops in Syria approach Damascus. Vichy resistance is still practically negligible.
