Most 'smart' weapons requires that someone helps them find the target,
for example by shining a laser on it.  There are weapons that find the
target by themselves.

The Israeli Air Force has now ordered the anti-tank version (there is
also a anti-ship version) of Opher, made by Elbit.

Opher is a passive IR-seeker head, made for fitting on guided bombs,
which after release independently seeks for targets, and if finding any
homes on them. Supposedly you just can't drop them and hope to hit, you
have to aim at least in the vicinity of the target, but direct-hit
probability increases greatly.

A good thing with this seeker is you only have to modify the bomb. You
drop it like any other bomb, so no special training is required, nor
will you have to modify the aircraft in any way.
