[] Actually, the practice of foil 'clouds' is still widespread among fighter aircraft (i.e. FB-111). For the Homebrewer, I can pass on that the reflections are most confusing to RADAR if the foil is cut to squares that are one-half or one-quarter of the RADAR's wavelength. Possible problems to this cloud (known as CHAFF in the USAF) are that since police radar is at lower freqs (I'm not familiar with the exact specs) the chaff pieces could be quite large.
