There are, as far as I know, two packages that understand it - one is
SCANWARE, the software that comes with the HP Scanjet Scanner, and
VUIMAGE PLUS, the GIF/TIFF display software.

Details of the encoding/decoding are listed in the TIFF format
specifications.
