posting for a friend: the IEEE has formed a transnational desk. in charge is Barbara Ettinger who will in this position act as ombudsman for problems that members of regions 7,8,9, and 10 encounter when dealing with the service center. her office is the path of last resort, not first complaint. only if normal channels don't co-operate should she be called. however, once called she has authority from high on up to find out what's going on and get things fixed. she will be accessible through compmail (which has a gateway!) in the near future. for now.....
