The student branches have the right to implement local dues. One problem at DeVRY Student Branch is that a significant representation of the body of members only participate when they are receiving education or valuable door-prizes. When the organizational and administrative work came around, this significant group vanished. As Chairman of the DeVRY IEEE Student Branch (former position) I suggested to our Executive Council that we implement the local dues as a means to invoke better participation. Here is our plan. We install a small affordable local dues on a semester basis. For students who prefer to not participate, but still want to contribute to the activities, the local dues is affordable. For students who are repressed financially or are otherwise available, we will allow to acquire "work points" in order to defray their local dues and also to help pay their national dues by participating as workers in our various functions and fundraisers.
