Is there any way to search electronically through the IEEE articles and papers,
i.e. a database with at least authors, titles, keywords and hopefully abstracts,
rather than going through scores of printed collections of abstracts?

Yes.  Inspec, run by the IEE and loosely affiliated with the IEEE in
this country, does the trick.  It is available through many online
services such as Dialog.  I personally use Knowledge Index, available
evenings/nights/wkends for $24/hr.  Features access to Eng. Index,
Inspec, Medline, 30+ more dbases.  Anybody know of a cheaper access?
