I did not anticipate using comp.lang.sigplan for Tables of Contents, but
if you *like* the idea of electric contents (e.g. for your bibliography),
send a short note of support to sigplan@iuvax.cs.indiana.edu.
However, some might think this a waste of bandwidth.
