Regarding your Ghostscript questions:

> 1) Does it have fonts with it or is it graphics only?  

Releases up to this point include a single, somewhat ugly font.
Discussions have been underway for some time to try to figure out
what to do about this.  The Ghostscript software does include
PostScript-compatible font machinery (without Adobe's tricks for
making scaled fonts look really good, however).

> 2) Can I use it to print to a HP Laserjet?

No one has written a LaserJet driver yet.  The next release (1.4)
will include a driver for the DeskJet.  Would you like to write a
LaserJet driver and contribute it?

> 3) Can I print to a bit map file (for example, I may want to produce
> a 200 dpi bit image to send some postscript output as a fax).

That's actually how the DeskJet driver works.  Rendering to bitmap
files will be supported quite thoroughly in 1.4.  On small (PC)
systems, the driver uses a software paging technique to get around
memory limitations for high-resolution printers.

> 4) What PS commands are not implemented?

The full answer to this is in the Ghostscript documentation.  The
short answer is that resetfile, echo, save, restore, reversepath, and
strokepath aren't implemented; there are some problems or limitations
in charpath, clip and eoclip, as well as some minor problems with a
few other operators.  At this point, Ghostscript has successfully
displayed / printed a very wide variety of PostScript files.
