My understanding of the law in New Jersey is that parking lights may be on or off at any time -- it doesn't matter -- but that headlights must be on from half an hour past sunset to half an hour before sunrise.

Konig had it a little backwards there. The law says, one half hour BEFORE sunset and one half hour AFTER sunrise. Parking lights won't do during those times. T. C. Wheeler

I can make one wild guess as to why some people drive with parking lights at dusk. I'll bet you'll find this practice more prevalent among those who drive cars with hidden or retractable headlights. They want to keep the headlights off (and hidden) for as long as possible to preserve the "streamlined" look, but realize that without some kind of forward light at dusk, their cars are more vulnerable. Up until recently, New Jersey law allowed the use of parking lights at dusk. Surprising, considering the effort the Garden State makes toward safely moving all the traffic that pases through it. New York prohibits the use of parking lights without the regular headlamps except when parked (and maybe standing, but I'm not sure). This whole thing is kind of foolish: If you want others to see YOU it is extremely important that you drive with your low beams on as soon as sunset begins. I have been caught, though, myself, when coming out of one of the tunnels into or out of Manhattan. The rule in those tunnels is ``parking lights only -- parking lights on at all times''. The rule isn't very well followed. Anyhow, it's easy to forget to put the headlamps back on when you are coming out into a very well lit plaza and you have to avooid some imbecile crossing four lanes of traffic at 15 miles an hour.
