WASHINGTON - In a surprise move, the White House announced this morning that President Bush has nominated Sandra Day O'Connor for the vacancy on the Supreme Court left by the retirement of Justice William J. Brennan. Analysts say that the move is calculated to avoid controversy in Senate confirmation hearings for the new justice. "She's already a Supreme Court judge," commented law professor Alan Tribowitz, "what better credentials could one ask for?"
