President Bush was seen on Iraqi TV for a 10 minute speech, explaining to Iraq that they can't win. His speech was then analyzed, re-explained, re-interpreted, and then denounced for various reasons. Saddam Hussein has asked for equal time on American TV, but the networks won't commit to showing his tape until they have seen it, and decided whether or not it had any audience appeal. He may be the first leader of a country that is kicked out because of bad ratings. This is the next Phase of Reagan's "Star Wars" plan. -- Edited by Brad Templeton.
