You count YES and NO (and maybe the 'abstaining', as was suggested) votes. - If, after a voting period of two to four weeks you have 100 more yes-votes than no-votes (where do the abstaining-from-vote mails fit in here?) the net-landers have decided the group is worth having. So then you either ask one of the net authorities (maybe Greg Woods, who moderates news.announce.newgroups) to create the new group or you create it yourself by issuing a 'newgroup' message. That's about the gist of it all. If the new group gets created, have it announced in news.announce.newgroups. You should get Greg to announce your call for discussion and your call for votes in news.announce.newgroups too, as well as the result of the vote. That's what news.announce.newgroups was created for. So, have fun, eh.
