For large organizations (such as Universities) Microsoft will allow upgrades to be ordered by sending a request on letterhead to them stating how many copies are required and why you believe you are justified to that many copies. This letter should be accompanied by a Purchase Order for the number of upgrades you want. This avoids having to justify each and every copy with a Title Page from the manual and should ease distribution. The upgrades are still $50 + s/h each.
