Well, you have one of a few choices at this time.  You can get on the Microsoft
beta program (sign up for OnLine support, get the proper non-disclosure
forms, etc).  Another choices is to use a 3rd party developer tool (such
as ours).  We allow people to make full Windows 3.0 applications now.
Programs that have full access to all the Windows 3.0 SDK calls, that run
in enhanced mode on 386s (but will also work on the 86 and 286 computers),
and so on.  There are other 3rd party app generation tools (such as
Asymetrix Toolbook) that are also available, but many use DLL's to expand
the system and without the SDK you'd be a little stuck if you wanted to
implement a feature not supported by the package.
