(the problem was with Win 3.0 not looking at all the drives during setup)

Try running SETUP multiple times, and each time looking at a different 
drive.

That's not the problem.  The problem is that "Set up Applications" only looks
at drives in your path.  This is true even for the current drive.

(e.g. if you're on D: and run Win 3.0 you still can't set up apps from D:
unless D:\something is in your path.  Kinda stupid, huh?)
