[comp.windows.ms] Letting Non-Windows apps have as much memory.....

When I make a pif file for a non-windows application (i.e. NDmake), and 
put 640K in both the required and desired text field, it still doesn't get 
as much memory as it would if I wasn't running Windows at all.  I have a 
386 with 8 MB of ram an a 4 MB swap file, with network software.  I did 
check and I am running in 386 Enhanced mode, and also when I change other 
options in the PIF such as display usage, the changes are reflected when 
I run the program, so I know that Windows is using the PIF I think it is.  
Does anyone have any suggestions as to what I could be doing wrong?
