would appreciate any info on the format of windows 3.0 .BMP files. Preferably a description similar to the one in Petzold. From his description of the previous version of windows I do not think they are the same. Thank you very much.

very quickly... For the new device independent bitmap format you'd better get the SDK. And the device dependent bitmap format, at least for the standard VGA driver, has changed to RGBIRGBIRGBI rather than RRRGGGBBB as we had in 2.0 .
