[comp.windows.ms] 256 color and .BMP conversion in WinPaint

Ok, here's what I have:

DTK 286/12 mb w/1meg
Boca AT/Plus w/4meg all extended
Generic VGA w/512k and Paradise chips
Windows3.0 and the Paradise drivers posted here awhile ago.

Problem:  First of all, I know the drivers are working ok.  I mean,
  I bring up WinPaint, and load a 256color .PCX file no problem.  
  However, Save As a 256color Bitmap file, and then reload the .BMP
  and all I get is a black on white blur.  Click on info and it says
  only one plane (I asssume that means only black and white).
  Is this a bug in WinPaint ? Or is it the driver ?

Also, while I'm on a roll:
  When I setup'd my old win/286 with a 256color driver, there was a 
  256color pallette added to the colors in the control menu.  Not
  so now w/ win3.0.  Again, is this Win or the drviver?

Seems to me that all I gained from installing the 256color driver is
the ability to open 256color .PCX files, and a machine that now runs
3~4 times as slow when writing to the screen.  What I need is:

+ Is it the driver or winpaint with the problem (or me) ?
+ How can i get the nifty 256color pallette in the colors panel ?
+ Anyone know of a PD/SW prog that will do 256GIF->256BMP and work?
   (instead of gif->pcx->bmp that I do now)

Ok, go ahead and flame me.  But I've exhausted all avenues here for
solutions.

Please, whoever wrote the Paradise Drivers, you did a damn good job.
I'm  just trying to figure out where to start fixing things instead
of wasting my time.
