Hmm...well, sort of. When I learned to drive, we were told that if
two cars arrived at an intersection simultaneously (or too close to
call), the car on the right had the right of way. Obviously, this did
not apply to cars that were facing each other. As far as I can recall,
this is the only application of the "rule of right". Perhaps this is
why it doesn't come up that often, expecially in cities that have
stoplights instead of stop signs. Mostly I find it happens on country
roads and at minor suburban intersections.

I think it's time to point out that no law that I ever read said that
anybody had the right of way.  The law states who has to yeild the right
of way.  If it comes down to a 4-way stop sign showdown, and it turns into
a fender bender, both parties can be cited.  Personally, if someone even
loks with hesitation at me at a stop, I'll usually concede and let them 
go first, but if they think they can beat me, ..........
