[net.auto] Old motors

	This is somewhat related. 84 is the first year in Missouri that
we've had emissions inspections. According to various newspaper articles
which came out at the begining of the year, the car had to meet the standard
of the year the car was built. Changing the engine didn't affect this.
Presumably, you could put an older engine in a new car, but you'd have to tack
on all the crap required by law.
