Microsoft has a device driver development tool kit which is sold to hardware manufacturers or programmers who want to write device drivers. Also, the Windows 3.0 supplemental drivers set on Compuserve are not public domain. Compuserve will bill you around twenty dollars to download the drivers, or you may purchase them from Microsoft for twenty dollars. Microsoft support told me the supplemental drivers set contains updated drivers for Novell Network, HP Plotters, and several other devices.
