Yes, After you enter your reply command, type ~e, which will put
you in the editor.  If you want vi, this gives you ex, type vi.

~v gets you directly into vi.

I think the ~v command would be easier.  Puts you in vi directly instead
of going through ex first.  Or if you like, Mail has setable options that
will let you define any editor you want for the ~e and ~v commands.
