[comp.windows.ms] Subdivide UTIL on CICA

I think it's time to subdivide the UTIL directory on CICA. UTIL should contain
small utilities. Can the major applications be moved to an APPS directory? I
would suggest that anything below 50k in size (zipped) could stay in UTIL, and
all others should go to APPS.

I agree that the Util directory is getting to large.  As are some of the 
other directories.

I would suggest not making an arbitrary separation of the files
based upon size but instead actually separate them by type of utility.
Editors, File Management, Graphics, WfW Macros, PIMs, etc..
Breaking up the fonts directory into FON, ATM, Facelift, .etc.

I am sure that others have some ideas as well.
