According to PCWeek: Borland will be shipping this week their C++ for Windows. This is not a Windows based development environment however it does allow the creation of Windows programs. The article did not state that the SDK will no longer be needed. However, it did say that as of today MS is shipping a combined offer of Windows SDK with MS C 6.0. Which does make one think. MS also said their Windows based development environment and C++ will be available by the end of the year, but why wait. Turbo Pascal for Windows is now in beta, and is a full Windows environment. Spoke with Borland and they said upgrade info will be available tomorrow. The announcement and presentation is taking place tonight. -- - Jeff (jaltman@ccmail.sunysb.edu)

From what I've heard the TC++ is a complete replacement for the SDK, and runs entirely inside windows.
