[comp.windows.ms] Floppy disk problems with Windows 3.0

I am having a strange problem with windows 3.0 in 386 enhanced mode.  When
I try and access my 5 1/4 high density floppy disk drive, it cant read it.
However, if I throw my turbo switch to slow the system down, I can read
the drive.  The drive works just fine when not in windows, but I do get
the same problem if I am using qemm when qemm is in the on mode (ie there is
mapped rom or high ram is being used).  I have a 20mhz 386sx with 4meg, AMI
Bios and a wd1003 hard/floppy drive controller.  Has anyone else had
this kind of problem with their system?  Why does my floppy drive work
normally, but not when some kind of 386 memory manager has taken over (ie
himem.sys or qemm)?? Yes, I have RTFM and looked over the sysini.txt files,
and I have tried the Irq9Global=True switch in system.ini, but to no avail.
This problem is really driving me crazy, and is annoying to not have my
floppy drive working.   Mucho thanks in advance to anyone who can shed
any light whatsoever on this problem!

ps. I have tried a different floppy drive, with same problem.  I havent tried
    a different controller card, though...
