[comp.windows.ms] Any uEmacs Wizards out there??

Are there any uEmacs wizards out there that can help me with this problem?
I run uEmacs (windows version) with a Norwegian keyboard. The problem is that
some characters, such as the dollar sign and some braces, are accessed by 
pressing an [alt grey] key combination. I am however totally unable to
bind anything to [alt grey] key combinations.

I also have problems with the "extra" letters in the Norwegian alphabet. 
How do I produce characters with ascii codes in the range 128-255?
