[comp.windows.ms] Problems with Windows 3.0 & Com ports & Non-Windows apps

I've been living in a 1024K XT world for the last 4 years but recently
upgraded to a:

	386SX, 2M RAM, 80M (fast) HD,  Oak Tech 600x800x16 VGA card,
	mouse on COM2, internal modem on COM3, COM1 there, but nothing
	attached.

The BIOS is Pheonix 1.10 Plus I believe and the make of the system is
Jemini (clone model). The BIOS setup is accomplished by hitting CTRL-ALT-ESC
which brings up a nice full-screen config menu.

Now, I installed Windows 3.0 on this beast with the video driver supplied
by Oak (the VGA card manufacturer). I've been having two problems:

(a) I can't get the Terminal accessory to work correctly. Whenever I
    go into it Windows comes up with "COM3 is currently reserved for a DOS
    application, reassign it for Windows?" or somesuch, to which I answer
    Yes and it then reports "COM2 is in use, try COM1?" (COM2 has my mouse
    on it) which I reply Yes, and then I get let into Terminal mode, and
    my modem doesn't respond. My system is a vanilla installation, no
    changes have been made to the .INI files, if that helps.

(b) I can't seem to run non-Windows applications. Things like 4DOS, PKUNZIP,
    or even Windows compatible archive managers which call things like
    PKUNZIP. I can run the "DOS Shell" icon which comes up as a full
    screen. Any ideas what's going on here?
