After all the discussion about TSENG 4000 cards being real speed demons,
I decided to upgrade my old VGA card to get better Windows 3 performance.
So I bought a Mentor 512K card locally for $130.  It is a 16 bit bus, 
TSENG 4000 card.  But a speed demon it isn't.  It takes it
about a half a second to redraw the 256 color (640x480) desktop wallpaper 
image that I use.  This is exactly the same speed as the Pro Designer 
(TSENG 3000) that I use at work.

To speed things up, I have tried using the Windows 3 drivers for the 
PD II and the Speedstar -- No change.  I have also tried various BIOS 
shadowing and bus speed options,  but no major improvement results.  
My system, by the way, is a 20 Mhz 386, AMI bios, 10 Mhz bus speed.  
The Mentor diagnostics state that the card is in 16bit mode.

Any ideas?  Or is this just a slow card design?  Any happy (speedwise)
