[comp.windows.ms] Best video board to use with Windows

I'm looking for a very good, inexpensive video board for my Sony 1304 Multiscan
The one I have now is mucked-up with some screen "tears" (bad video RAM?), and
is sort of slow.  What are some of your favorites?  I'm basically looking for
a good, fast, inexpensive video board.  Is Edsun's CEG cool? or will it be out
of my price range (>$250)?
