Does Windows 3.0 have support for Japanese character sets,
such as Kanji? If so, where do I find out more about it?
If not, will it be supported in Windows 3.1?

IBM, NEC, and other main OEM in Japan are selling it right now. I would contact one of them and see if you can buy a version in the US.
