Well, here's the problem:

Here I am in the UK, armed with an ethernet link to a Cisco router, a
kilostream link to UKC, internet access, nslookup, ping et al, and a
passion to talk via ftp to cica.cica.indiana.edu.

cica.cica.indiana.edu is internet address 129.79.20.22 right? so,

8% ftp
ftp> open 129.79.20.22
[long wait]
ftp: connect: Connection timed out

But I can do:

ftp> open uunet.uu.net
Connected to uunet.uu.net.
220 uunet FTP server (Version 5.100 Mon Feb 11 17:13:28 EST 1991) ready.
Name (uunet.uu.net:jonb): anonymous
331 Guest login ok, send ident as password.
Password:
230 Guest login ok, access restrictions apply.
ftp> close

so, I try good old ping:

9% ping 129.79.20.22
PING 129.79.20.22: 56 data bytes

round-trip (ms)  min/avg/max = 256/474/704

Why can't I access cica.cica.indiana.edu?
Suggestions? Comments? Explanations?

Remember,
There are many, many things that can break between Indiana and the
United Kingdom.

CICA occasionally goes down or has maintenance performed on it.
Our network connection sometimes gets run over by someone's chair.
We have thunderstorms in the midwest during summer.
Our machine room airconditioner quits.

We try our best, but it looks like you tried to get to us during a time
when our campus routers were being reloaded.

Caveat emptor and try, try again.
