[comp.archives] DB: replace all site entries

I've just set up a mail server for comp.archives; you'll see its
entry here. In doing so, I decided to fix a number of minor
consistency problems in the database; since they were spread all
through the database, I decided to just repost the whole thing.

I had been intending to set up a UUCP login as well, but I am having
some modem problems and so I'm going to defer that till my modem
becomes more reliable.
