Two responses:

1)  Call Heath customer support and complain loudly that they don't ship KISS
    support.  It's available for the Tasco variant in Japan, and it's in enough
    demand in the US that they ought to make it available.

Meanwhile...

2)  Look on col.hp.com in ~ftp/ka9q/etc for the file u21_kiss.rom, which is a
    binary image of a 27256 I got from Japan via a friend at Cisco, that is 
    the normal firmware with KISS support included.  I just go through the
    auto-baud routine, then type 'kiss on' followed by 'restart', and it's
    in KISS mode until you cycle power on the TNC.
