[net.auto] VASCAR PLUS: what it is

Here's what I learned about VASCAR PLUS.

VASCAR (Visual Average Speed Computer And Recorder) is a system where
a police officer times a suspect car as it passes through a measured
course.  The actual timing is done manually by the officer (s/he flips
a start and stop switch as the prey passes between two points).

The only major difference between VASCAR and VASCAR Plusis that the
Plus has memory for several locations (the officer drives to their
favorite spot and punch in the location code; no need to measure the
distance again).

VASCAR has it's problems, but will hold up in court.
