There's an ecpa.1986 file and a whole bunch of other goodies. Telecom Digest is a moderated list (Telecom-Request@eecs.nwu.edu for more info) that's also distributed as the usenet newsgroup comp.dcom.telecom. It has a heavy focus on telephony, but ISDN and other "future of networking" type stuff appears here as well. More social aspects and folklore than technical stuff, but very much into current events. The full text of Alcor's ECPA-based complaint against Riverside county (California) recently appeared in Telecom Digest. This sounds like a plug--I guess it is. -=EPS=-
