This is available for anonymous ftp (and fetchfile) from 128.250.90.81
(ditmela.mel.dit.csiro.au). It is the file isode/vmsisode60_tar_z.v1.
If you don't have a unix machine you might find the VMS versions of
compress and tar helpful. 

This is for Australian sites and for people overseas who have arranged
with Peter Kay to make this available in their part of the world.
