Here are some programs being distributed under the GNU terms which are
available in the /pub/erc directory on ocf.berkeley.edu for anonymous
FTP.  Note that they are written for an IBM PC with MS-DOS, but since
all the source code is there - they could probably be made to run on
other systems if someone tried.

             both the IBM PC executables and portable C source code for
             a small utility which will allow for easily changing the
             amount of funds available for SimCity cities; works with
             the IBM PC, Apple Macintosh, and Commodore Amiga versions
             of SimCity
