Where on osu-cis is the lisp archive? Is there an index of all available
   files?

The root of the lisp archive is referenced as
osu-cis!~/gnu/emacs/elisp-archive/... but there is no lisp-only index.
You can pick up osu-cis!~/ls-lR.Z to get the complete index of
everything available from osu-cis. Anon ftp users can pick up
tut.cis.ohio-state.edu:pub/ls-lR.Z, which is the list of stuff on Tut
only. (The uucp-accessible ls-lR.Z lists _everything_ we have; most
of osu-cis' archives are NFS-mounted and symlinked from 3 other
systems.)
