Apollo does ship the Athena widget include files. In r3 they were in the
X11/include directory, and in r4 they were moved to X11/include/Xaw. If you
want to compile and run r4 clients on your Apollo, you need to install the
r4 include files (including the Athena widget include files) and libraries.
You can get a compiled and linked shared x11r4 library by ftp from
dabo.ifs.umich.edu. The include files you'll have to get from the MIT
distribution.
