The new version is much better than the old.  Here's the ANNOUNCE file
from the distribution:


					     Berkeley, California   8/31/90

   This is the official announcement of the release of Oct Tools 4.0.
   This version has a number of bug fixes, new documents, new tools,
   and new packages.

   A list of changes from previous versions of Oct Tools can be found
   in ~ftp/pub/octtools-doc/CHANGES on shambhala.berkeley.edu (128.32.132.54).

   The primary way of ordering the distribution is via the EECS Industrial
   Liaison Program Software Office.  Contact Cindy Manly-Fields
   (cindy@janus.berkeley.edu) to obtain ordering information.  Those with
   ftp accounts on shambhala.berkeley.edu can retrieve the distribution
   via ftp.  The file 4.0/README-4.0 describes how to retrieve and build
   the distribution.  Unfortunately, due to limited time and resources,
   we can no longer take requests for new ftp accounts.
