You might check out my supercite package, which provides some
sophisticated citing formats, such as the non-nested citation style
evident above. It will also do the traditional nested citations (i.e.
">") or any other style you wish to have.  It is rather simple to
interface with a wide variety of mail/news readers and *requires* no
modification of emacs source elisp, though patches to files such as
sendmail.el are also provided.

The latest version, supercite 2.1 can be obtained via anonymous ftp
from durer.cme.nist.gov [129.6.32.4] under pub/gnu/elisp/supercite*
