The rotate package I have made available for anonymous ftp from augean.oz.au (pub/misc/rotate.tar.Z) does exactly what you want. There is one definition which needs to be changed when going from dvi2ps to dvips, but both definitions are their. Just uncomment one. The package contains TeX/LaTeX files which are all you need if you are simply rotating tex output. If you want to also rotate included postscript, there are modification to the dvi2ps prologue files to support this.
