   Here is the scenario and the goal: We have sensitive administrative
   data that can be accessed through local internet connections.  We need
   to prevent eavesdropping on that data or forgery of that data.
   
This is exactly the problem which MIT's Kerberos system was designed
to solve.  You can get source code and documentation from pub/kerberos
on athena-dist.mit.edu (via anonymous ftp) (or from serveral vendors).
To start with you might want to look at pub/kerberos/doc/usenix.PS for
a brief technical overview.
