It's not yet completely well organized, but here is something about it: Where to send the new papers? Put them to anonymous ftp site nic.funet.fi to pub/graphics/papers /Incoming directory. And mail to kouhia@nic.funet.fi who, what, etc. He'll then add the papers to the NetPapers list; I include such kind of list to this article. The NetPapers list contains roffbib-info about the papers; there's too O-field which tells where the papers is - check the nearest site to you. The NetPapers list will appear at least to the sites which has the papers mentioned in the list. In the nic.funet.fi has in ..../papers directory README file; if there's more information you should read that. Additions, advices, suggestions, questions, etc. should mail to kouhia@nic.funet.fi. In future it might be possible that NetPapers will include the papers which isn't from computer graphics field.
