Yes, there is: for now the list is accessible via toolpack@lanl.gov.
If there is sufficient interest I will revive it (i.e. be in a
position to *add* people to the list) as toolpack@bchs.uh.edu. 

The toolpack releases continue to be available via anonymous FTP from
menudo.uh.edu, 129.7.1.6, in ~ftp/pub/toopack.
